The annual plan of each Department / sector in Government would have a detailed sub-plan for IT beginning with 2002-03. Every Department is required to establish an IT working group consisting of senior officers, representative(s) of employees and a representative from CHiPS, besides co-opting IT professionals on voluntary or contractual basis from other Departments or Agencies. There is a nodal officer for IT related matters in every Department. An action plan has been prepared to ensure that all key offices in the District Administration, including some critical ones at the sub-district levels, are computerised and networked by 2003.

In particular, the Tahsil offices dealing with land records, revenue court cases, planning and execution of relief operations, listing of dates of hearing of revenue cases etc. would be taken up for computerisation by 2003. Offices such as those of District Collector, Municipal Corporations, Development Authorities and RTOs will have single window facilitation through computerisation. Every Department as well as each Collectorate, Municipal Corporation, Development Authority, RTO office and Zila Panchayat office will have a LAN by 2003.
