A
distinct budgetary head of account for IT related activities
has been introduced in the annual budget from the fiscal
year 2000-01. The financial resources required for computer
penetration for Gram Panchayats presently numbering
9148, would be met out of the grants-in-aid for basic
services. Alternatively, this may be done by financing
one educated unemployed youth or the Panchayat Secretary
of the Gram Panchayat to acquire or to operate a computer
unit for various value added services including information
retailing through CHOiCE
Centres.
Leasing is a preferred option in outsourcing policies
for items of high obsolescence. Purchase procedures
for IT products have been simplified to allow speedier
acquisition while giving due weigh to quality besides
price.
